Council of Heads of Supreme Audit Institutions of the CIS Member States

The Council of Heads of Supreme Audit Institutions (SAIs) of the CIS Member States was established in 2000, November in the meeting held in Moscow upon the initiative of the Accounts Chamber of the Russian Federation. The mentioned regional cooperation is ruled with the decisions made in the sessions- annual meetings of appropriate SAIs. Primary aspects of  the cooperation within the Council includes vital theoretical and practical issues in state financial control in the region, exchange of experience and information, conducting joint and parallel (bilateral and multilateral) analytical expert events, professional training of the staff and capacity building. 

 

According to the Charter the Accounts Chamber of the Russian Federation is the Secretary of the Council. SAI hosting the last session is the Chairman of the Council for a year between the sessions. The council operates on the basis of annual plans and within the framework of two Goal Teams: Working Group on Key National Indicators, Working Group on Standardization.

 

The Chamber of Accounts of the Republic of Azerbaijan is represented and operates actively in the mentioned Working Groups.

 

XVII session of the Council of Heads of Supreme Audit Institutions of the CIS Member States was held by the Chamber of Accounts of the Republic of Azerbaijan in Baku  on September 5-6, 2017. “Importance of the indicators system for  performance quality assessment"  was the main theme of the session. The event was attended by the delegation of the SAIs of Azerbaijan, Russia, Belarus, Kazakhstan,Moldova, Kyrgyzstan and Tajikistan and the representative of the Executive Committee of CIS.

 

In the end, decision was made regarding the approval of the Work Plan for the periods between XVII and XVIII sessions of the Council of Heads of Supreme Audit Institutions of the CIS Member States   and the Declaration of XVII session. According to the approved Work Plan the Chamber of Accounts of the Republic of Azerbaijan as the Chairman of the Council of Heads of Supreme Audit Institutions of the CIS Member States will host two international seminars in 2018.
