Vugar Gulmammadov, the Chairman of the Chamber of Accounts opening the meeting congratulated the meeting participants and staff of the Chamber on the 18th anniversary of the establishment of the Chamber of Accounts, and mentioned that the establishment of the Chamber of Accounts was specified in Article 92 of the Constitution of the Republic of Azerbaijan.
He noted that according to Article 36 of new Law on the Chamber of Accounts of the Republic of Azerbaijan that was adopted last year the aim of the Training Centre established under the Chamber of Accounts is to increase knowledge and skills, to develop capacity of the staff of the Chamber of Accounts, to study international standards and best practices of Supreme Audit Institutions and he mentioned that one of the main duties of centre is continuous improvement of knowledge through trainings and acquisition of new knowledge.
Vugar Gulmammadov, the Chairman of the Chamber of Accounts spoke on the need for the establishment of the Centre and its importance for the functional activity of the Chamber.He also emphasized the importance of the improvement of the Centre as well as newly recruited and working employees of the Chamber.
The Chief Consultant of the Training Centre of the Chamber of Accounts Ramal Azizov thanked the Management for the training conditions in the Centre and gave information on works done.
Ramal Azizov noted that, as an initial duty in the Training centre training needs of the staff of the Chamber of Accounts were analysed, draft annual Work Plan of the Training Centre of the Chamber of Accounts for 2020 was prepared considering these needs, 4 trainings where overall 75 participants attended were held to increase knowledge, skills and preparations of the staff of the Chamber of Accounts on Execution of Affairs on Administrative Offenses in accordance with the instructions of the management of the Chamber, training on “Law on Civil Service- initial basis of civil service” and language courses for 20 employees – for beginner and elementary level -were held for 2 groups each consisting of 10 persons to improve their foreign language knowledge .
R. Azizov noted that Financial Accounting (F3) trainings are planned to last for 4 months, later on, trainings that will end in granting Financial Reporting (F7) and Diploma in International Financial Reporting international financial and accounting diplomas, also Chartered Financial Analyst are planned to be held, he underlined that these trainings would be held in English, so, English trainings should continue.
R. Azizov noted that the Chamber of Accounts has planned to take targeted steps to organize these trainings in order to ensure that the Chamber's employees have more international competitive knowledge and presented the annual draft Work Plan of the Training Centre of the Chamber of Accounts for 2020.
Vugar Gulmammadov, the Chairman of the Chamber of Accounts mentioned that a number of normative methodological documents were prepared in the Chamber as well as he recommended to make proposals for development of new methodological documents for functional activity, to pay attention to discipline in the trainings, to work on shortcomings rather than achievements, and instructed the departments of the Chamber to support the Training Centre in its work.
