The meeting of the INTOSAI Working Group on Public Debt organized by the Chamber of Accounts of the Republic of Azerbaijan and held in Baku has continued its work today.
Main aim of INTOSAI Working Group on Public Debt is SAI cooperation and continuous improvement through knowledge sharing, including providing benchmarks, conducting best practices studies and performing research on issues of mutual interest and concern.
In 2017 Commission on Audit of the Republic of Philippines assumed Chairmanship of Working Group, acting under the INTOSAI Knowledge Sharing Committee for 25 years and consisting of 34 SAI members.
On the first day of Baku meeting of Working Group attended by the delegation of 27 SAIs, Vugar Gulmammadov, the Chairman of the Chamber of Accounts greeted the guests and gave information on the aim and theme of the meeting, spoke about relevance of public debt management and audit during reforms for all countries and stated the significance of cooperation and knowledge sharing in public sector audit among states.
The Chairman of INTOSAI Working Group on Public Debt and Commission on Audit of the Republic of Philippines Michael G. Aguinaldo in his opening speech spoke about the role of multilateral and bilateral cooperation in the activity of the Supreme Audit Institutions and wished success in the work of the meeting. According to the approved agenda of the meeting the Chairman Michael G. Aguinaldo made presentation on the activity of the Working Group and Elchin Rashidov, lecturer of ADA University, international trainer made presentation on the subject.
Presentation by Elchin Rashidov, lecturer of ADA University emphasizing the idea that public debt is included in public finance and debt management should increase the welfare, who is international trainer on Project finance, Project assessment and expertise, statistic analysis of business arouse great interest.
Manager and Senior Analyst of Debt Management Facility of World Bank Lea Hakim, delegate of UNCTAD Stephanie Blankenburg (via live video presentation), Deputy Director of IDI Archana P.Shirsat, delegate of SAI India Dhandapani Jaisankar, delegate of Supreme Audit Institution of the Russian Federation Tatiana Otrokhova, representative of SAI Georgia Ana Mazmishvili, representative of Supreme Audit Institution of People’s Republic of China Wang Bangwu, delegate of SAI USA Dawn Simpson, delegations of Supreme Audit Institution of Maldives Hussain Niyazy and Maqbool Khalid, representatives of SAI Kuwait Salma Al-Essa Al-Qenae and Reem Hamed Al-saif, delegate of SAI Jordan Dr. Bilal Jamal Ahmed Akasheh, representatives of Supreme Audit Institution of Thailand Pitikhun Nilthanom and Orapan Limriantong gave speech in the meeting.
Following the discussions on the themes tasks for SAIs Egypt, India, North Macedonia and Lithuania on the issues arising from WGPD Work Plan for 2020-2022 were identified, draft Work Plan was discussed and approved. Supreme Audit Institutions hosting events in 2020 and 2021 were identified and approved.
At the end of the meeting final notes and business Administrative announcements of the Chairman of Working Group on Public Debt and Organizational Committee of Supreme Audti Institution of the Republic of Azerbaijan were listened to.
So meeting of INTOSAI Working Group on Public Debt organized by Supreme Audit Institution of the Republic of Azerbaijan has finalized its work.
