III Meeting of the Task Force on Procurement contract audit of INTOSAI hosted by the Chamber of Accounts of the Republic Azerbaijan was held in Baku on June 23-24 of the current year.
The Task Force on Procurement contract audit of INTOSAI was created by mutual initiative of the Accounts Chamber of Russian Federation and Government accountability Office of the USA. This initiative was unanimously accepted by all member states during the XXI Congress of INTOSAI and 64-th meeting of the Board of Directors held in China in 2013.
The main strategic purpose of Procurement contract audit is to assist SAIs in evaluation of efficiency and effectiveness, improvement of internationally accepted approaches and procedures of procurement audit, study of international experience and methodology, as well as creation of international standards and guidelines.
The Task Force is headed by Accounts Chamber of Russian Federation.
Chamber of Accounts of the Republic Azerbaijan and Supreme Audit Institutions of 12 more states are members of the Task Force Group.
First meeting of the Task Force on Procurement contract audit of INTOSAI was held on 25 June 2014, second meeting on 24-25 June 2015 in Moscow. A Working Plan of the Task Force for the years of 2014-2016 was accepted during its first meeting held in 2014.
Representatives of SAIs of Belarus, Kirgizstan, People`s Republic of China, Latvia, Portugal, Russian Federation, Slovenia and Zambia took part at the III Meeting held in Baku.
The Meeting attended by 14 representatives of 8 countries was officially opened and welcomed by the Chairman of the Chamber of Accounts of the Republic Azerbaijan Vugar Gulmammadov, who stressed his satisfaction on hosting the III Meeting of the Task Force on Procurement contract audit of INTOSAI.
Head of department of Accounts Chamber of Russian Federation Natalia Bocharova presented a report on activity of the Task Force from the period the last II Meeting was held, the presentation of the employer of the Chamber of Accounts of the Republic Azerbaijan titled «State Procurement: The role and importance of the Chamber of Accounts» was delivered.
The representatives of Portugal and Zambia presented a report on the survey on Procurement contract audit in the member states of the Task Force, discussed the conclusion of the monitoring on results of the pilot project, international initiative and advanced experience in Procurement Audit sphere.
At the end of the event participants expressed their gratitude to Chamber of Accounts of the Republic Azerbaijan for hosting the event and ensuring working conditions.
